Read the passage below and then answer the questions that follow. African cities next front growth, says report
1.

African cities are the next big markets for investors because of growing consumer spending and massive infrastructure investments, according to a new report by the Economist Intelligence Unit.

The report shows that in 2013, eight of the world's 20 fastest growing economies will be African. "A recent survey conducted by The Economist Group of 217 global companies based in 45 countries revealed that expansion in Africa is a priority for two thirds of them within the next decade," notes the report released last week. The report notes that although Africa's growth story has revolved around commodities, the continent's growth is becoming more diverse because of the "peace dividend" being realised after years of armed conflict and military rule that has given way to democracy.

There is also fast urbanization as half of all Africans are under 20 and are moving to cities. According to the Habitat, more than 40 per cent of Africans now live in urban areas. Other growth drivers include improved governance because of greater accountability that comes hand-in-hand with democracy, and the slow strengthening of institutions, growing trade that is replacing aid, thanks to improving trade relations with China, uptake of technology exemplified by the rise in the number of mobile subscribers in Africa that exceeded the 0.5 billion mark in 2010, allowing companies greater access to consumers.

Infrastructure investment largely by Chinese companies is improving the state of roads, airports, and railway lines, fixing the critical infrastructure component that is attracting foreign investors and sparking more domestic investment.

MasterCard African Cities Growth Index 2013 says Accra, Lusaka, and Luanda, the capital cities of Ghana, Zambia, and Angola respectively, are the sub-Saharan African cities that have the highest potential for growth over the next five years.

The index was developed in the final quarter of 2012 and analysed 19 cities across subSaharan Africa, ranking them according to their growth potential between 2012 and 2017. "Growing urbanization, combined with the fact that the centre of global economic gravity is shifting to dynamic emerging markets such as those found in Africa, means that the continent's cities will play a much bigger role in driving the economic growth of their respective countries," said Michael Miebach, president, MasterCard Middle East and Africa. Among the 25 cities that the Economist Intelligence Unit's report identifies as being the growth frontiers include Cape Town, Durban, Johannesburg, Nairobi, Tunis, Dakar, Cairo, Tripoli, Addis Ababa, and Casablanca. It, however, notes that challenges such as poor roads, bribery, inefficiency at border posts, congested ports, and general red

tape including the time it takes for business approvals being relatively longer still remain. "Companies looking to expand into Africa want to concentrate their strategy where growth and demographics are most favorable and this is in the major cities.

It is not enough to plan a strategy around nationally forecasted growth, but rather to have critical forecasting and business information on a particular city," notes the report. -Xinhua

DR. STOCKMANN: It is I who have the real good of the town at heart! I want to lay bare the defects that sooner or later must come to the light of day. You’ll see whether I love my own town!

PETER STOCKMANN: You, who in your blind obstinacy want to cut off the most important source of the town’s revenue?

DR. STOCKMANN: The source is poisoned, man! Are you mad? We are making our living by retailing disease and corruption! The whole of our flourishing municipal life is founded on a lie.

PETER STOCKMANN: Nonsense –or something even worse. The man who can make such vile suggestions about his own town must be an enemy to our community.

DR. STOCKMANN (going up to him): Do you dare to-!

MRS.STOCKMANN (throwing herself between them): Thomas!

PETRA (catching her father by the arm):Don’t lose your temper, father!

PETER STOCKMANN: I will not expose myself to violence. Now you have had a warning; think of what you owe to yourself and your family. Goodbye. (Goes out.)

DR. STOCKMANN (walking up and down): Am I to put up with such treatment as this? In my own house, Katherine! What do you think! MRS STOCKMANN: Indeed it is both shameful and absurd, Thomas – PETRA: If only I could lay my hands on that uncle of mine...

DR. STOCKMANN: It is my own fault. I ought to have flown out at him long ago! –shown my teeth! –bitten! To hear him call me an enemy to our community! Me! By God, I shall not take that lying down.

MRS. STOCKMANN: But, dear, Thomas your brother has power on his side.

DR. STOCKMANN: Yes, but I have right on mine, I tell you.

MRS. STOCKMANN: Oh yes, right-right. What is the use of having right on your side if you have no might?

3. NARRATIVE (20 Marks)

Read the narrative below and answer the questions that follow.

Long ago, Hare and Elephant were good friends, One day, Hare went and bought very nice shoes. When his friend Elephant saw them he also wanted to have shoes of that same kind. He sincerely asked his friend, Hare where he had got the shoes from, and whether he could help him have shoes of that nature. Hare told Elephant that he had made them himself. He agreed to help him make the same kind of shoes.

He told Elephant to collect a lot of firewood, and make a big fire for that purpose. After the fire had been made, Hare told Elephant to put his legs on the fire. Elephant did as he was instructed. When he felt he was burning he started complaining to his friend Hare, that he was burning, but Hare could not allow him out of the fire because he insisted that the shoes were going to come soon. The fire became red-hot and the pain increased. Elephant's hoofs were burnt completely. When he was told to put out his legs he did not see the shoes. The Hare told him to go and wait for a few days, then the shoes would come. Elephant waited and waited in vain. His legs became worse.

The burnt areas started to rot. He sent one of his children to go to Hare's home to bring him medicine for treatment. The child arrived at Hare's home at exactly lunch time. He found Hare and his family having lunch. He was also welcomed to lunch. After having a delicious meal, the child inquired where Hare got such delicious meat. "Hare, where do you get such nice meat?" Hare told him that he had a hill where he used to hunt. The child requested to be taken there so that he could also get some for his family. He was instructed to carry a spear, a sack and a hunting stick. Hare told him that he could accompany him to the hill. When they reached there, Hare told the child to get into the sack and gave him instructions of how he could behave while in the sack. He told him, "When you hear Ekuru-ku-ru-kuru you lower your head, and when you hear Eudii you raise your head." The elephant's child did as told. When he raised up his head he -was hit and died.

Hare carried the meat home. He did the same to all Elephant's children but one, who discovered Hare's trick. Hare was condemned for that. When he missed the killing of the last child, the child made a lot of noise, screaming and chasing Hare. Other animals heard his screams and chased after Hare. Hare ran, but soon he became tired and entered into a hole. The lion, the king of the animals had also arrived at the scene. So when the animals had left the lion as guard and had gone to look for jembes to come and dig Hare out, Hare thought quietly at first and came out with an answer. He started chewing something and he was enjoying it so much.

Lion started salivating and asked Hare what he was eating. Hare told him to look into the hole and open his eyes wide. When Lion did so Hare threw a lot of soil into Lion's eyes which made Lion momentarily blind. Meanwhile, Hare got out of that hole and disappeared into the bush where he lives to the present day.
